My biggest problem is that there's not a single electric car in my financial reach. I can buy some old gasoline car for $2.000 to $4.000 but I just cannot afford an electric one for $40.000+.
There already exist used electric cars for under $10,000. By 2035 there will be many more and the price will come down further.

You will also be able to buy used ICEs well after 2035. By the time those last brand new model 2035 ICEs come down to the $2k-$4k price range, it will be 2050.

14 years is hardly ambitious, especially given the average age of cars on the road is (according to the article) about 11 years.

Falling battery costs will make electric cars cheaper than gasoline cars within a few years. GM will be screwed is they wait too long.
