It turns out that you can telnet to sanyalnet-openvms-vax.freeddns.org and play some games and look at the vms system monitor.

I do wish it would give you the option of a shell. Its been 30 years or so since I played with VMS. Some time when I'm bored, I should probably install a VM and play around with VMS just for fun.

It was there. Then script kiddies thought they can use it to bother others since it is connected to the internet ...
