Google's known to have too much faith in their automated take down systems. In the past there were known ways to abuse the system to take down any account.
There's probably something similar here. Of course Google is loath to admit it.
Maybe it's time for Google to retire GAIA. Connecting identities between Youtube and Gmail and Stadia seems convenient at first, but in this case, it clearly led to a failure for a customer.
