Assuming that they're also required to allow two-way, read/write access from other ActivityPub platforms, I can think of worse ideas.

I'd say they would have to provide full interoperability or risk being fined.

no. legislators should be forced to use and run (or obtain from a competent vendor) their own ActivityPub implementations.

It's too bad this post hasn't had more comments in it.
