The title of the press release is "Chairman Thompson, Ways and Means Democrats Introduce GREEN Act". As far as I see it and the linked PDF files don't contain the word Tesla. Please don't editorize titles (https://news.ycombinator.com/newsguidelines.html). Maybe there is a better news article about the topic. Or the PDF can be submitted and personal opinion or the intersting aspect as first comment.
