As with the previous attempt by another company I forgot the name of, unless the price is much lower this will not be adopted by most miners.

The reason is simple: you can't resell a mining GPU for as much money as you'd resell a gaming GPU. People buying RTX 3070 right now know that they will be able to get 50% back when selling on the used market. This make the ROI much better.

Segmenting their market, just like overcharging for underperforming Tesla cards for ai loads. What if they just tried to make good stuff, instead of slicing & dicing to prevent us from using the hardware how we want. Contemptible.
As a gamer I kinda appreciate the move, because trying to get a new high-end GPU has been almost impossible because they all end in server farms.
I wonder if these second hand would do well for cheap compute horsepower.
I wonder if they disabled the ability of PCI-Express bus to mirror image the GPU output into your IGP (Internal GPU) so that you could use it as a display card even though it lacks a output port.
