Is this new? I read a book years ago about lucid dreaming which described experiments in which lucid dreamers were able to communicate with awake observers through pre-arranged eye signals.

I think the book was Exploring the World of Lucid Dreaming, which came out in 1991.

You know this will be used to create new forms of ads, video games, and mandatory meetings while asleep.
