Non Technical CEO Question

Sort of an ignorant question by me but can someone explain what Whitney Wolfe actually did as CEO of Bumble if she was not technical/engineering based? I am asking respectfully as I’m trying to wrap my head around it. It seems with Bumble’s business model and nature of how the business is implemented (thru an app and website) that scaling and technical/engineering issues would be a significant focus. Did she just delegate that aspect and focus on hiring, etc.?
