FYI: Russia planned to nuke Beijing in 1969 (the CCP gave Russia an attitude and continually escalated force along the Russian border until Russia was fed up.) The US intercepted signals traffic and told them not to, or else. Huge missed opportunity, since China has been at war with the US since the Korean war in the 50's.
