I have worked at a big tech company like this and it was truly one of the most inclusive and welcoming environments I have ever been in. Of course, a lot comes down to your manager and work group. But I am inclined to give the company as a whole the benefit of the doubt here based on my own experiences.
We will see how this shakes out, but I hope it is not another unjustified pulling of the race card, as false racism accusations do seem to produce a significant "boy who cried wolf" effect.

Fitting into an organisations culture is usually about team work, lack of politics, getting on with people, no bitchyness. It’s a way of saying “you might be good at programming, but your behaviour is having a negative effect on everyone around you.
It’s only racist if you say it because the person is black. Saying they didn’t hire you because of organisational fit is usually just a polite way of them saying that they thought you were either arrogant, condescending or an asshole.
"culture fit" is just code for "we don't like you". Sure, the candidate being arrogant, condecending or an asshole fits the bill, but prejudice on the part of the interviewer definitely would too.

Its racist if they DO it because the person is black. Its the actions that matter, not what they publicly say. Of course it would be nice if people publicly stated when they were going to commit crimes, but the world isn't full of bond villians who announce precisely what they are going to do before doing it.
Big tech companies who have huge D&I directives will just hire any BIPOC/minority they can to fill their quotas, culture fit or not (most Bay Area cultures are far-leftist, so they'll assume BIPOCs are on their side). They don't call them quotas, but they have "quarterly and yearly targets" to get to 30% BIPOCs, etc.
Executive compensation is tied to how many BIPOCs they can shuffle in the door. Imagine being the diversity hire so a corporate multi-millionaire could keep his year-end bonus.
What you describe is probably mathematically impossible, but it definitely does not reflect reality.
Facebook's median tenure is 2.3 years, so at least 50% of all people at Facebook were hired during the past 2.3 years. If there were a true 'quota' of 30% of BIPOC during that period (a small fraction of the time since their first DEI report), you would necessarily have at 15% of employees represented as such. By Facebook's own numbers, in the article, that is not the case. So, what can we conclude? Either:
1) Facebook's BIPOC employees leave at a much higher rate than other employees (implying a large problem in and of itself).
2) Facebook does not, in fact, have a 30% minimum quota for BIPOC hires.
Your comment, in fact, would deny not only the implication of the article but even the basic facts therein. We know from above that Facebook is definitely not hiring at 30%, so why in the world would they reject a Black PhD in a relevant field, if the will "just hire any [one], culture fit or not"?
I think it's a function of employee growth, moreso than turnover. They grew from 35.6k employees in 2018 to 58.6k employees in 2020, so almost 40% of their current workforce was non-replacement hiring in the past 2 years.
