I have no clue what this article has to do with hacker news to be honest. Skimming through the article the jurisdiction in this case seems plausible to me:

It becomes easier to morally wrestle with questions about the fairness of child support payments in various cases, when you realize that the central question is about providing justice (aka, financial stability) to the child — not to the mother, and not to the father.
"Although he had sex with the woman willingly and never pressed charges..."
He was a child though, and regardless of anything else that has a significant bearing on whether he has the maturity to decide to be a father.
