How does location affect the success of a startup?

I started to work on my startup idea in Sweden. The country that is well known for its startup booming scene. Recently, I start realizing the necessities of having a good co-founder, a friendly refreshing environment to handle the startup stress. Due to the Visa and other difficulties, I can't move my co-founder to Sweden and I think moving to UAE will limit my success since the startup scene there still immature like in Sweden.

Any advice for things that I should consider for my startup geolocation.
