Upvoted to see if anyone here might know how this possibly could be any improvement over plain resistance heating, which has an efficiency of 100%.
Came here to ask exactly the same question. If there is any benefit over a straight resistance heater, it can't be discerned from that article.
Their picture of "emissions" is also dubious/amusing. If it's from natural gas, what you see in that photo is basically steam.

CO2 is invisible.

The smell of snake oil is pretty strong with this.
