I don't doubt it.

There was one department where the manager was hiding piles laptops in a disused shower.

My boss was stealing equipment for personal use, albeit on a much smaller scale.

The university wasted $150 million on consulting and software development on a system that never worked.

Waste there is rife because there is very little fine-grain budgetary and expenses auditing. And, the university has so much money, they would happily throw money at problems and not get too concerned with waste because that might make someone look bad, draw attention, or require effort.

I wonder what the Hoover Institution would recommend.
