I would say this letter is completely ineffective at its goals.
The letter calling for RMS and the FSF board to resign has prominent members of open source projects supporting it. Discussion with regards to this (and removing RMS from GCC steering committee) also popped up on the GCC mailing list and many GCC developers seem to support this.
All this letter seems to have resulted in is people commenting on twitter that whoever signed this letter should be barred from being hired at their workplace since they are horrible people and comments that most people signing it are Russian or from non Anglo nations.
