Apparently those were personal phones.

doesn't seem hard even to install a lot more clocking in devices
or maybe just letting people go take a break when they need one and when their "line" is covered, just notify someone nearby and stagger them.

Then maybe having a way for them to flag at least a break/lunch in the system later when they get a chance to make sure compliance with legal and stuff is met if they need to.

Funny enough, they could for a while as part of Amazon's COVID policy, to prevent employees from crowding around timeclocks but that's now being rolled back.

Usually, unless you're a manager you're not allowed to carry a device onto the floor.
