According to Google, non-personalized ads need to store data on your device

I am running a website www.Photopea.com , which is monetized with ads.

As you know, there are personalized ads (that are trying to track websites, which were visited by your device, in order to deduce your interests).

There are non-personalized ads, which are not supposed to track such data.

Right now, the ad technology, managed by Google, provides both types of ads. However, Non-personalized ads still need to store "something" in your computer (see here https://support.google.com/admanager/answer/9805023?hl=en ).

So if your have a website, and you want to have ads, which do not use cookies at all, you can not use common ads based on Google technology (which cover 99% of the ad market). I just think it is quite sad, that Google decided it this way, and that Google has a monopoly.
