From my reading of the article and related topics the intention is to use it for much more than proof of vaccination. CBDC (central bank digital currencies) seem like a perfect fit. As the article mentions, they are referred to as "wallets". The WEF has a project called ID2020.
It’s a thin line. I’ve been running a service a few years back that required KYC. Lots of people from African countries could not sign up for a lack of ID. In that respect it is a human right. But I agree with your double speak sentiment as well. It’s almost impossible not to be abused.
Welcome to the "US social credit system", where are all the Tech Giants employees to stand up to this BS ? Or as long as they are well compensated, they don't give a shit about liberty. Of course, they are one of the 0.1%, why would they care about the rest of us!?

My biggest issue is that (at least in Texas) the websites and sign up process for getting a vaccine has been a complete and total cluster. Listen to stories of octagenarians trying to sign up on 50 different websites, half of them erroring out or requiring a long sign up process only to find out that there are no more vaccination slots.
If there is one thing tech companies could have assisted with it was the vaccine registration and distribution process (how many queueing SaaS products exist anyway?), but I have seen them do nothing in that regard. Instead we got useless unnecessarily complicated projects like the cell phone contact tracing apps, and now this.
Like the slogan says, "If you're not part of the solution, there is money to be made in prolonging the problem."
This is the one place where Tech Companies have been given no opportunity to help. A thousand tech companies would have loved to build such a system but ass-backward government procurement processes are the problem here.
What happens when this unelected body "revokes" your passport? You just don't get to go anywhere anymore? Will this be used to remove political enemies from society?
What if there is bugs in the system? SV is terrible at customer support. Think about all the times random people got their google account shut off by mistake. Imagine this ID/passport system....

It wasn't long ago that if you mentioned ID2020, vaccine passports or never ending lockdowns you would be derided as a crank.
Today people with concerns about vaccine passports are called conspiracists.
I observed the same with the Iraqi WMD debacle.
Maybe not everyone has time for deep dives and research, but IMHO that's much better than insinuation.
