Learning self regulation is probably developing a coping mechanism rather than solving the problem directly. These are probably good strategies to employ in addition to pharmaceutical options when necessary. From what I understand, US doctors make book and counseling recommendations in addition to drugs. At least for children, even the drugs themselves don't have specific dosing requirements and there is a process for identifying what works and side effects. It seems very outcome/evidence based, which makes sense.
