Does the Google verdict settle the GPL linking issue?

There has been an unanswered question of whether or not proprietary code can legally link to GPL components. With APIs considered “fair use”, does this decision affect the argument one way or the other? Can vendors distribute unaltered GPL code along side their own products?

As far as i understood it it doe snot in the sense that this has been a case specific decision and not about what is being considered fair use in general. Not a lawyer though
