Because everyone is still wearing masks there, in the metropolitan areas.
If that's the case why does the government need to impose lockdowns and force people to wear face masks?
Perhaps the social stigma associated with walking around maskless creates greater pressure to comply than the mask-law did.
I wouldn’t say greater, but it seems to be doing a decent enough job while vaccinations catch up
That, combined with the fact that humans are capable of making individual risk assessments. A mandate was lifted, that just means the state can’t punish you for not wearing a mask, that doesn’t mean it isn’t strong recommended, or required by private businesses, or expected by other private citizens, or deemed reasonable by the private individual.

Turns out: one doesn’t have to coerce others to make good decisions, people tend to just make them of their own volition.

Did any state punish people for not wearing a mask? Honest question, but: not that I know of...

If not, then I have no idea what the point of the mandate was/is. Texas still strongly encourages mask wearing, the governor said so the day they lifted it. Many states did require masks on public property, at the threat of removal
Maybe because according to the cdcs report there was only a few percent difference between masked and unasked infection rates? Nevermind the report ignored conflating factors. There is not even good data that masks prevent infections in a surgical theatre, which is much more controllable than population at large
