TLDR - Incompetence. 20 paragraphs of possible excuses. Surprised they even noticed anything. I'm glad someone in the EU had the balls to speak out.
Unfortunately, faking a bumbling idiot seems to be the way to go when you're in the public eye. They could have provided statements from a group of clowns about this and I wouldn't have been able to tell the difference.
