They are probably as valid as all snapshots around release day, as long as the signify keys check out fine, but no guarantees for that set to be 100% identical with what ends up being the actual release.
After perusing the LibreSSL release notes for v3.3.2 from April 17th? I see a LOT of progress towards a TLS 1.3 implementation. Its not listed as ready for use, but the underlying infrastructure is being built. Finalizing DTLS 1.2 happened with this release.
LibreSSL v 3.3.3 would be a fun time to release TLS 1.3 support. And historically? OpenBSD releases roll out the minor-version bumps like that.
