Life is a fractal phenomenon on different scales, from the molecular to the social. It is transitions between stable equilibria that rely on positive and negative feedback loops. I think a future mechanistic theory of behavior will find that motivation provides the process for exploration/exploitation but doesn't form the basis of goals or ethics. Instead those are stable equilibria at the human population level that are more or less discovered in a Darwinian way.
