Somewhat good news is after complaining repeatedly Vivaldi devs decided to add "Google Service DNS to help resolve navigational errors" checkbox in Privacy section allowing you to completely disable this. Bad news are
1 its enabled by default overriding user DNS
2 its clearly NOT used to "resolve navigational errors" because it triggers when browser receives perfectly valid DNS replies
