The wifi tracking was done by the company CityTraffic https://www.citytraffic.nl/en/ . They stored a (truncated) hash of the MAC address in their database. The Dutch Data Protection Authority https://en.wikipedia.org/wiki/Dutch_Data_Protection_Authorit... discovered from the data collected by CityTraffic that there was some person who every night, between four and five, walked through the city center. The municipality of Enschede is going to appeal the fine as they are stating that they are not tracking people, but only counting people.

This is the first time the Dutch Data Protection Authority has fined a government organization and their decision could have far reaching consequences for tracking people through collecting MAC address with Wifi stations in public spaces.
