I used to admire the Guardian, but this is simply deceptive is it not? "probably" is a well-known weasel word and I would have thought the editors would not allow this kind of thing.
All victims have been Government Employees in Cuba, China, Australia, Washington.
They're doing something at work that is causing their injuries. Of course, the Government is blaming others so that the Government doesn't have to pay Workers Compensation.
