Thank god they fined the companies more money than they made from the fraud to deter them from such shenanigans in the future.
This may be a bit confusing to some of our HN comrades, but in the US attorneys general cannot actually declare someone guilty of a crime such as fraud.

What is net neutrality 'fraud'? A new crime invented because libs didn't like the net neutrality repeal? Is it also racist? Homophobic? Deplorable?
But thanks to plausible deniability only the marketing companies were fined, not the big ISPs that hired them to do it.
Give them more money to build rural broadband services. That'll teach em.
