It was impossible to hide forever, it was immediately obvious. How long can they keep the borders locked? While conditional France or Russia is already ready to accept you if you are also ready for this.
I think that Russia would be a better place to visit. It's a big country, but they have no so many people in it compare to India or China. I think that even if they open the borders I still would be scared to visit them at least for a year or so. So, if traveling is your hobby and you can't live without it then Russia is the best choice for you. Check out the link https://www.russia-travel.com/passport/ and getting a visa will be an easy thing as well.
I'm a US Citizen, and it's not easy to get a Russian visa right now. In fact, it's borderline impossible for the average person. I know because I am actively trying as hard as I can and failing.
I was granted a visa a couple years back, so I know how the process works - letter of invitation, application through ILS (usually in person, now via mail/email). But they're not issuing visas to Americans unless you have a compelling reason (they said basically a dying relative or if you're the only guy that can repair critical national infrastructure for Russia).
I even tried going the business visa route by getting a letter of invitation issued saying I had to conduct negotiations and close business deals in Russia... no luck with the Consulate/ILS in SF or NYC.
FWIW - I don't think it's even Covid related at this point, it's diplomatic collapses between USA/Russia (embassy employees being sent back, etc). Supposedly something might change June 15, but I'm not hopeful.
