Andrew edited the file in order to add "inappropriate advertising such as unused channels for the purpose of
polluting the channel list results" as a way to stop the mass exodus. If a channel changed the topic to "We have moved to libera.chat" and stopped using the channel on Freenode, then Andrew would take over that channel.
But in doing the edit, he removed inadvertently[?] the part about "antisocial behaviour, including (but not limited to) political, racial, ethnic, religious or gender-related invective".
He can easily add back the part about antisocial behavior. However, the core of the change is to be able to takeover any channel that has moved elsewhere, and remove any hint that a channel is no longer unofficial.
