I really doubt this. The dams will destroy existing habitats in that location. Also you need a lot of infrastructure around them. There will have to be roads and electricity lines. Also you will need pipes or canals to supply water, both for initial filling, and for compensating losses due to evaporation and leaks. Without a good environmental impact analyses, you should not be making such claims.
(Sidenote: I think that it is probably not very wise to call it a modest proposal[0])
