Of course not, he's not the only manager.
Typical management/leadership. Everybody must go back to the office because some people miss working in person, and nobody's allowed to be fully remote because not everyone likes it. Nobody cares about the people who prefer working remotely and who work worse in person.
I wonder how many more people would be happy to be back in the office if they didn‘t have to sit in a maddening open space, and had a more private office setup.
Don't forget the traffic nightmare.
This is it. I would actually prefer going into the office if it wasn't for the commute (and being away from my dog). I miss the separation between work/living spaces that the office gave me but I value the lack of commute and getting to take my dog along on my problem solving walks more.
What's Apple going to do with that giant space ship if nobody goes back to the office?

If no one has to come back into work in SF, who is going to be able to afford an Apple iPartment?
For $50 a month, I'm sure someone will love to live there.
