Ultimately I feel the responsibility for this sort of monitoring and punishment should lie with Congress, as difficult as it is to successfully write laws about things as nebulous as online slander.
But in the absence of them doing so, and the internet still being basically the wild west, the responsibility must lie with the service providers, and so Google taking steps seems positive to me.
Edit: It's also always nice to see investigative journalism having a positive impact on society.
