There was a post ~ 4 months ago about this experimental change, but recent updates to Chrome on the Google Store now make it clear this is no longer user configurable, with the developer settings to disable this (via chrome://flags) no longer respected.
Chromium developers tend to exhibit a certain arrogance about knowing best for other people's workflows - this is certainly not the first time there's been a regrettable UI change without a configuration option provided, though it might push me over to Firefox or Brave, too.

Though as pointed out on that bug comments, once something's labelled anything less than a P1 it's basically archived in the eyes of the dev team.
