Ask HN: Why isn't there a single front end build tool that just works?

Hi, HN.

Why isn't there a single front-end build tool that builds web apps and libraries? Given the very small set of basic use cases and the obvious requirement that all libraries should be built in a standardized format, why should thousands of frontend developers waste so much time trying to assemble and configure a toolchain that does the same thing?
