This might require a few treaties to give enforcement power to non-island nations on behalf of island nations. Not a bad idea though. For example, Chinese boats are turning off their location transponders when they poach.

Is there any country willing to start openly sinking Chinese nationals ships en masse? I have a feeling china would rather send military escorts with their fishers than allow them to be sunk, whether they do illegal things or not.
