More legal CYA's, more consultants, more MBAs, more rules, more legalities, more formalities, more NIMBYs, more protests, more inertia, more resistance to change / progress. Cumulatively, these result in higher cost and time budgets.
Aren't every single one of these problems due to the fact that the USA chose an adversarial system every time there was a choice? There's a problem, the corporation had a huge disclaimer, but the problem was so egregious that victims had to sue. The legal system is adversarial, so all the court machinations end up requiring specialists to understand simple words made into jargon. Bad court decisions become precedent, so NIMBYism becomes a necessity.
They should try that sulfur concrete that China has been using successfuly for 40 years.
