Ask HN: Should reporting on social media and other websites be incentiviced?

If not, why?

If so, what would be a suitable reward, that would encourage users to report content?

Also another question: do you find social media "what-is-and-what-isn't-allowed" guidelines clear, and easy to report exactly what the infringement is?
