Have coffees with technical people and ask them to introduce you to technical people they know who may be looking for opportunities at the moment. You should also learn enough to understand why you need a technical co-founder and what you would want most out of them.
Here is a ycombinator link on finding a technical co-founder https://www.ycombinator.com/library/3i-how-to-find-a-technic...
Some great ideas in that post.

As I see it you have to bring some awesome value to the table. Having an idea is a good start but not enough. If you have no technical expertise, then you need to have a strong knowledge of the field in which your idea will be sold. The strongest complement to a technical co-founder is the proven ability to sell and make money.

Good technical people are very much in demand. If you can't offer a decent salary plus substantial equity, you will need to have an amazing idea and a credible, effective plan to making it profitable on equity alone.

There is a discord server at https://discord.gg/MzhGqQC where you can post your requirement in the #looking_for_cofounder channel. See if someone responds there.
