I think the relationship between unions and a company are more complicated than voting on issues and automated strikes when the company doesn't agree to the vote.
Union leadership can certainly become overly bloated and disconnected from it's members, but I don't think it's trivial or currently possible to replace all centralized union management with an app. It would be possible to use an app for union leadership to poll workers more easily to keep a better & more current watch on their needs and problems.
It's interesting to see the common failing of people in the tech community believing that the apparent simplicity seen on the surface often hides a much deeper complexity. We often fully understand that fact about our own work, but somehow don't believe that it's often true of many other things.
When we find one of the few areas where that is correct, great things can happen: startups and products that disrupt entire industries. But for every success like that there are 100 or 1000 failures.
