The problem with the title is that it will suggest to many people that vaccinations are not working. This is not what the author is saying. A large proportion of the Israeli citizens have been vaccinated. Vaccines are not perfect, so there is nothing really surprising that vaccinated people get infected.
The actual thread of posts by this author show that he has a lot more to say than just this silly headline.
I think your interpretation is lacking at best. The title does not suggest that vaccinations are not working, but that we don't know if currently available Covid-19 vaccines work (or have acceptable side-effects) or not. This is an ongoing effort. This is not to advocate that people shouldn't get vaccinated (or should).
