Sounds like they were in it as a way of preventing the IRS from doing it themselves. "We'll offer free filing service, so you don't have to. [And oh by the way we're gonna make it hard for people to actually use it, oh dear is that my outside voice?]"
Which frees up the IRS to go ahead and make a web site that says "Here, file your taxes for free." Which will surely cost more and take longer to write, because of all the hoops government has to jump through for "fairness".
