This is largely related to the ways that Apple as a developer of the Operating System can create an API or hook to the CPU itself, which allows for tuning options like this to be possible. I would also note it’s pure marketing! The “optimization” you’re being sold here is actually just a processor that has underclocked cores. “No, that is so it remains cool.” Why not two processors then? Why not double the amount of cores and write the OS to take advantage of it, or create an API/similar which does? Again, marketing.
