This is a bit ridiculous to be honest. Especially since the study confirmed that consoles are actually responsible for 66% of the estimated power consumption but get away with that.
High end systems are often more power hungry, but the tech didn't change much. I don't know the efficiency curve of modern power supplies and it should fit your system, but the power is only consumed when needed.
If that is a problem, you need to also ban all large TV.
