Yes, eventually. But you know what’s bad for the environment? Recycling programs. More trucks driving around picking up waste that most likely can’t be recycled, and when it is, results in more energy costs. It’s a nice thought, but recycling is just a bad implementation and it needs to go away. Just sequester the carbon in the ground/landfill. Two wrongs don’t make a right.
