Is there some evidence to show that people are given RNA tests in the same manner irrespective of vaccination status.

I have seen some articles that put forword the "issue" of "needlessly" testing vaccinated people...

Delta is currently the predominant strain of the virus in the United States.Although breakthrough infections happen much less often than infections in unvaccinated people, individuals infected with the Delta variant, including fully vaccinated people with symptomatic breakthrough infections, can transmit it to others.
