Ask HN: How to handle Embargo countries and people from accessing my service

How are online Services complying to restrict usage from Embargo countries and personnel?

I can imagine restricting countries like North Korea using Cloudflare or AWS, but is there an API or a tool to provide a list of Embargo Countries and people? Or is this something that SaaS doesn't come under and there is no need to do that?
