Ask HN: Has anyone made a deep learning algo / GAN to slightly zoom out a photo?

As in you put an image in, and it guesses at the surrounding pixels, like un-cropping an image.

There's one popular algorithm (not exactly DL/GAN) - PatchMatch and you can find its implementation in Photoshop, GIMP, Snapseed and other programs.
