Former Portuguese foreign minister Bruno Maçães has the right explanation for all this: The US political system is living in virtual reality and has little to no concept of the real world, and when it does have a limited grasp, it's often in order to make war against reality.
In this particular case, this starts with the Bush admin (that refused to consider that Afghanistan could not be immediately set up as a democracy), to the Obama admin (that recommitted to the war based on 'metrics' with no relation to the real world), to the Trump admin (policy according to the whims and instintics of the then President), to the Biden admin (a spiteful retreat which was almost as-if designed to make the maximum damage).
