Open sourcing client project (gov sector)

Hi hackers. It is legal to open source our work we had made in our client ?. our client are gov organization.

Our intent to eliminate yearly expensive software budget in other orgs (same business model) that need exact solutions which we have solved.

there is no single terms about source code license in our contract.
